Frankly, in the UK the notion of not having sex until marriage is considered extremely strange (when it's considered at all). It's generally considered a good idea to get to know the other person before tying the knot. Most people will live together first (as I believe the two people in question have been).

But poor Charles was bullied away from more than one girl (and I believe the first was actually Camilla) by his doglike, prurient parents and their 'advisors', who seemed to think that a future king should marry a virgin - and so much for the various past queens consort who were widows! We can only think that Wallis Simpson cast a long and maleficent shadow. Of course, he did go on to marry someone for whom a rather tenuous claim of virginity might have been advanced, and we all know what a right royal mess that turned out to be.
However, I think the last word on William snd the Anorexic Clothes Horse should be left to Prince Charles, who, on learning that they were getting married, commented 'Oh well, they've been practising long enough...'
No, there is no "rule". No one cares today whether a royal bride or groom is a virgin. There is no "virginity test," and since Prince William and his fiancee have been living together for a while, I think the issue doesn't even bear discussing.

I don't know if there is any such rule, but I don't see how anyone could possibly date someone for eight years and never have had sex. People are in consensus that neither Will nor Kate are virgins, and frankly no one cares.
