it certainly is. girls usually don't ovulate until after their first period, but it does happen ocassionally that girls ovulate before ever having a period.

I would not recommend having sex before the late teenage years at least, personally. Most girls are not mature enough or prepared enough, physically or emotionally for possible effects of sexual intercourse until this point in my opinion. There is the possibility of pregnancy with any sex (whether contraception is used or not) which most girls would not be prepared for before their late teens or early twenties at least, as well as the possibility of sexually transmitted disease and infection (STI), the discomfort of having pap smears earlier than they would need to be if a girl was not sexually active, the worry of contraception and STI prevention, and all the other physical and emotional stress that being sexually active can cause if the individuals are not ready.

I can't say whether or not you would get pregnant, or what exactly would happen to you because every individual is different and the circumstances for each is different. I would not suggest it at age 13 though, it would just be an unnecessary complication to your life and could have a number of negative impacts on your wellbeing if you are not ready. There are plenty of other things that can satify your needs and help you release tension without having sex including non-sexual activities like sports, reading romance novels, or having a make-out session with your boyfriend.
